abilities: Rufus has no supernatural abilities aside from the ability to use materia (crystalized magic from the lifestream used in his world by everyone for various purposes such as combat, healing, defense, etc).
He is also really good at surviving near-death experiences/multiple kidnappings/falling off or down tall buildings. Everyone will think he's dead but nope, there he is when you least expect it.
Rufus is an expert shot and is proficient with firearms, especially a shotgun and pistol. He was able to challenge Cloud and give him a run for his money but even though he was losing that fight, Rufus was able to hold his own for a time.
personality:
Rufus is the heir of the Shinra Corporation and that has shaped the person he is from a young age. He knows what's expected of him and the role he always has to play, the perfect facade he has to maintain. He has an incredible inner strength- no matter what he goes through such as kidnapping, torture, dying for years painfully, Rufus is able to appear as if it all doesn't affect him, as if he can just let it roll off his shoulders because he knows how important it is not to falter when anyone is watching. He even quips with Kadaj, teasing him about Jenova before tossing the box over the ledge.
Rufus is never above teasing/almost flirting even amid great danger. He has a rather dry sense of humor at times and after Meteorfall even jokes at his own expense, such as calling himself the 'idiot President' to Evan since he knows that's what some of the public thinks of him since they believe him dead.
Rufus is manipulative and uses people like pawns on his little chessboard, even when he's working after Meteorfall to atone for what the company has done. He's not above manipulating Cloud using the children he's looking after when attempting to get Cloud's help.
He is fearless when going after his goals even in the face of defeat or overwhelming odds. He's someone who manages to survive despite everything he's gone through no matter the odds. One of his Turks remarks that he's like a cat, he has nine lives and always manages to survive just when you think you've seen the last of him. He has learned to think quickly on his feet and do what he has to survive.
It's after Meteorfall and the downfall of the Shinra Company that Rufus starts to change his outlook on the world. When he escapes Diamond Weapon, he realizes that he was just a son who wanted to live up to his father's expectations. He still wants Shinra to exist and make an impact on shaping the new world but it's a Shinra that is entirely his, something entirely different from his father's company.
Rufus is very guarded when it comes to letting people close to him. He and his father were not close- Rufus spent years wanting to please his father who thought Rufus as a failure and not worth taking seriously after Rufus tried to have him murdered so Rufus learned the importance of refraining from forming attachments/showing any kind of vulnerability.
The closet bonds he shares are with the Turks who are more than just employees - he saved them from being executed and then spent years under house arrest at Turk HQ. During Meteorfall, Rufus gives them a chance to stay with him but all four remain. He trusts their experience and abilities, always willing to listen to their input but they are loyal to Rufus to a fault, even after the company is but a shadow of its former glory.
And then there is Evan, the younger half-brother he had just met. As far as half-siblings go, Rufus won't admit it but there is a part of him that has some sort of distant concern towards Evan and helps him and Kyrie, who calls him out on caring more than he lets on. He had Tseng 'take care of' the doctor who had preyed upon Evan and his late mother on Evan's behalf- perhaps a weird way to show affection and brotherly concern but it's just how Rufus does things.
